Water front properties all around the world are being transformed into exclusive, private and monofunctional residential areas. Can Malmø resist this simple economic model of gentrification for a more ambitious plan that can truly lead the way in contemporary city building?

We propose a model of development that includes both top down investments and bottom up initiatives.

Originally engineered through landfill for port activity, Nyhamnen could easily become a site for fast-track gentrification through high-end residential developments. A perfect match for moderate exploitation and the “added value” of new-construction standards, the ultimate promotion of the ultra-expensive and the ultra-exclusive; mono-cultural, mono-functional premium real estate.

In this project, we propose to question this short sighted logic of development and challenge the city of Malmö to engage in a more ambitious agenda. Would it be possible to imagine a more complex, fairer alternative which can also be economically sustainable and market driven? Can alternative forms of sharing economies be utilized actively in planning as a catalyst for change?

We propose to engage in the transformation through developing a process oriented framework that guides the development from the existing conditions and incorporates both bottom up developments and top down initiatives. The urban metabolism frame is elaborated into three sublayers – structures, ecologies and the urban common. These are specific in addressing core challenges through various interventions over time.

In its postindustrial state, Nyhamnen features an abundance of structures and buildings that have uncharted potential. Working with the existing as a fundamental starting point maintains a more inclusive and layered approach to city building while also has the capacity of delaying the gentrification process that happens in seaside properties.

By categorizing the potential of existing structures and introducing new alternatives for retrofitting this model of development suggests new hybrid forms of construction both in content and space. This structural metabolism suggests an urban texture that is more open, informal and experimental.

Vision Ecologies

Recent events in the region have clearly demonstrated how sudden changes in weather can cause severe disruptions in urban life. Both sea-level rise and heavy rainfall are contemporary challenges that are yet to be identified as part of urban design agendas. To integrate resilience and embedded tactics to these emergent conditions should be an overarching aim for the municipality.

Malmø has continuously extended its harbours and land into the water. This engineered landscape was shaped by the logics of vehicles and it is these low flatlands that are first to flood when the water arrives.

We propose a systematic transformation and re-engineering of the vast harbour into a permeable topography with an embedded capacity to handle water. By systematically altering the surface as new waterfront properties are being converted - this action will transform the open yards into new topographies where water management defines new ecologies and public spaces. Site by site a new urban landscape emerges - engineered through natural systems to simulate a water based urbanism.

 

Vision Public Space

Malmø is known for its socially and culturally diverse demographics. However, this condition is not devoid of friction and urban developments are increasingly favouring an affluent elite, and engaging very little at the more urgent agendas.

 The urban common is an initiative to develop all of Nyhamnen into area devoid of cars and private spaces. By doing so we introduce a new kind of urbanity where the public is invited to colonize and curate the public spaces. Sharing of spaces and resources are intrinsically managed through specific apps for Nyhamnen – it produces a field of synergies and opportunities unlike that of a traditional city.

Each of the three layers is lead through a 3-step process. Firstly, a new value system is introduced through alternative appropriations of existing resources. Secondly a colonizing process where various spatial initiatives are developed. Thirdly a new economy where resourceful initiatives and emergent ideas are a core value for development - Experimentation rather than exploitation. As an alternative to the structural masterplan and linear project development we propose a matrix of 9 filters that each show different focus. This approach both informal and formal agents to propose change and transformation.

Senarios

Senario 1

Incubators and production. A new value system is introduced through retrofitting a selected building with a mixture of new uses. Landscape remediation and Cultural production are early agents for change. The development of active public programs and learning environments are supported. Research environments, new investments and projects are negotiated. Production networks are visible to all and effectively communicated within the area. 

Senario 2

Living and sharing. With contemporary networks of communication new models of working, living and sharing is inherent. They alter the notion of residence, permanence, coherence and belonging into the open. How collective resources can be managed and shared allows for a new conception of the domestic and private.

Senario 3

The urban common. Nyhamnen will become a place where the dynamics of public activities, learning and water dynamics continuously alter and enforce the urban experience. By empowering inhabitants, turning institutions inside out and re-engineering the landscape into a system of public spaces that manage water a new urban condition emerges.
