The project site consists of a 20 acre large cityblock in the centre of Skøyen, Oslo. Among the existing buildings on the site only one is protected and will be preserved.  The site is surrounded by a river on the east side and an elevated railway line on the west side. The area and the immediate context are undergoing large infrastructural changes and the task was to facilitate for improved accessibility to public transport, a mixed-use high density development, attractive urban spaces and vibrant city life.

Within Skøyen there is no such thing as a common city structure. Large plots have been developed as “islands” with their own private logics creating a complex and fragmented urban layout.  In the Hoffsveien project our goal was to design an urban layout that activates the public streets, reestablishes some of the missing links in the area and underscores the transportation hub as the main central location. To achieve this a new urban space, the «Station plaza» was designed as a direct link between the project and the transportation hub, Hoffsveien was completely remodeled as an urban street with active facades and the riverbank was made accessible for soft mobility. The area was programmed to accommodate 80.000m2 servicing 2.000 workplaces and 150 housing units.

Six strategies were developed to ensure the success of the urban layout.

-Create an open and inclusive urban layout that brings people inside and through the urban spaces in the project making the  “riverside” and the “cityside” equally important.

-Link all the corners of the site with urban junctions and programs consolidated in the overall municipality plan, but also allow for a  new public shortcut in-between them.

-Activate facades along Hoffsveien with staggered buildings that create a doubling of the facade length and a possibility for a  wider sidewalk and smaller, southwest oriented public spaces.

-Establish internally a fine-grained network of streets, passages, and open spaces that is activated with different functions on  groundfloors; a food temple, a conference hotel, an interior design mecca and office lobbies.

-Allow for high dense development that allocates the tallest buildings heights as a “ridge” in the middle of the site preserving  views and lights to streets and neighbors.

-Make the riverside accessible by terracing the terrain on the whole site towards the river bank transforming it to a wide, open and  informal riverpark.

 
 

A larger part of the office volumes were based on a modular system of 9,6m x 12,0m x 3,4m. This is a structural principal that can produce multiple volume compositions and a high level of flexibility in further design processes. When working with modules, buildings can easily be adjusted in plan and section as new demands and constraints appear. For this particular project modules were also chosen to make a simple and robust system for terracing embedded in the idea of the “ridge” on the site.  The size of an office floor was designed to measure from 400m2 - 1400m2.
